Social security in the US is no different: young workers are paying the benefit for the retired. We do not expect we would get social security when we retire.
Hotels in China are not more expensive. You cannot compared a 4 star hotel in BJ with a Motel 6 in LA. Best hotels in NYC, Boston, Chicago cost $350 a night easily.
