1. Scapegoat proof
based on your desc, it is possible this job is a setup for a poor soul to fill the role of scapegoat. It is rare for MNCs send an Asian to tackle a problem in NA/USA.
Make sure you have your direct boss at HQ, if possible, GM of the US operations on your side, back you up 100% **unconditonally** in the first 100 days.
If you don't get absolute authority, don't take the job.
2. Build alliance
Upon your arrival, listen and observe to find suitable staff members you think you can build alliance with, fall in line with you 1st, be your ears and eyes sometimes.
3. Be a good listener, show decisiveness
Work hard and be fair and objective as much as possible. Listen more, talk less. Show decisiveness when making decisions.
4. Use Stick and carrot wisely
Use your big stick (remember why #1 is so critical) in the 100 days to force the laggard in line. Otherwise, they will be gone.
Use carrot to reward the staff who fall in line with you 1st.
