The fundamental issue here is whether the govenment will reap its people (property owners) or not. In theory, after 70 years, the government has the right to take back the land and leave the property owner with nothing left. However, things are never that simple in China. With more than 70 percent of the properties are private owned, it is hard for the government to take action at massive level. So simply put, if you have one property in a big community, with say 3000 apartments complex, you are better off than those house owners with their house located in remote area. The reason is simple, you are with a lot of other people. The government will not take action against a lot of people, at least, it's hard to do. However, the house owners are not that lucky, they are minority and a better target for the government.
