because both china and japan are head headed on this
and because both sides failed to see the strategic needs of the other side
china has a much bigger navy with other asia countries involved the same prob over same vital interests, why worked out there?
does china have a sufficient mulitary to implement a naval blockage to enforce the announcement, if the japanese marine self defense fleet came to make some waves? step up to force them out?
