Responsibilities/Authorities
Mobilisation
Mobilisation (which means Due diligence, Service Transition and Solution Realisation) is the programme of activities through which a new outsourcing deal is brought into an Delivery Centre. Team member will participate in and/or lead one or more of the following work streams in a transition programme.
Ø; Knowledge Capture: Documenting and learning existing procedures and systems
Ø; Knowledge Transfer: Training or facilitating training of the various centre members performing the operation
To a lesser extent, activities also include :
Ø; Communication: Planning, managing and delivering a programme of communication to all affected stakeholders.
Ø; People Transfer: Supporting recruiting to staff up the deal or, in a transfer scenario, managing the transfer of staff from a client organisation into company in accordance with regulations.
Ø; Service Management: Implementing an initial Service Management Framework.
Ø; Financial Management: Supporting establishment of the finance related organization, tools and processes.
Ø; Technology & Work Environment: Supporting design and implementation of the appropriate work environment.
Ø; Centre Operations Set up: Supporting the Centre and deal operational management to prepare for go-life through to the point at which service delivery is stabilised.
A Mobilisation Team Member may work across all or any of the areas above, or may assume overall project management responsibility for the Mobilisation programme, or to participate in ad-hoc projects focused on Transformation, Continuous Improvement and Quality.
Solution Planning
Solution Planning is the process of identifying the ‘as is’, designing the ‘to be’ and planning sound, deliverable solutions.”
Generally, the Mobilisation team Member will take the Solution Planning lead role for a particular deal going to China BPO DC , reporting in to the overall Solution Architect in the onshore team. The onshore deal team will do the majority of the ‘as is’ identification with some involvement from China DC, but the bulk of the local team’s work will be the planning.
Typical activities of the Mobilisation Team Member will include:
Ø; Providing deal teams with all relevant background material relating to the China BPO DC.
Ø; Cost modelling (i.e. working out the operating costs if the deal were to be run in the Centre and helping deal teams build their overall business case.
Ø; Process analysis – assisting deal teams to (a) understand ‘as is’ processes (b) decide the offshore scope and (c) how the onshore/offshore interfaces will work (this includes recommendations for changes to processes). This work feeds into the design of the Service Model.
Ø; Helping deal teams incorporate the Centre capabilities (assets, tools) into the deal solution.
Ø; Communication to deal teams how their deal will operate in the centre, including the areas of the Process, Performance Management, Culture, Organization, Competency, Applications, Equipment, Infrastructure, as well as Governance.
Ø; Mastering and promoting the use of Solution Planning methodology, global best practices, models, tools and techniques.
Ø; Keeping up to date with competitor practice
Ø; Providing input into transition planning and estimating.
Education & Working Experience
·Bachelor degree or its equivalent
·Minimum 6 years of working experience in large multi-national companies
·Background in business processes (accounting and finance, HR, logistics, procurement, quality, infrastructure…)
·Background in delivering change projects within large Japanese multi-national organizations. Experience may include organization design, process design and implementation, organization and service measurement, facilities planning and implementation, service management design and implementation, quality design and implementation.
·Project Management experience required
·Work experience in Japan is an advantage
·Operational management experience, particularly in an Outsourcing or in an internal business process is an advantage.
·Experience of managing others preferred
·Experience of working in diverse cultural environment required
·Minimum 1 year experience of the following: either accounting and finance, or HR, logistics, procurement, quality, infrastructure, delivering change projects, project management and operational management experience respectively but can be concurrent
Working Conditions (e.g.)
·Position located in Dalian
·Overtime and weekend work may be required as per project needs
·Non-standard hours may be required as per project needs
·Travelling (incl. domestic and international travels) may be required as per project needs
Out-of-town assignment (sometimes for extended periods) may be required as per project needs
