Its considered rude to be late for important meetings in the US. So I suspect IBM staff are deliberately trying to stonewall the takeover process. They might lose their jobs when the takeover is complete so there is no surprise that people on IBM side are not that motivated.
Of course I don't know whats going on behind the scenes so this is pure speculation.
